Hon. Colonial Secretary,

Mr. Julyan joined the service on the 1st.

January, 1895. His present scale of salary is £240 – £285 by

£15 triennially and he received his first increment on the 1st.

January, 1910.

The following are some of the posts refer-

Julyan and all are in receipt of higher rates of pay. lir.

Julyan's duties must, I think, be as onerous and responsible as

those of any of the posts mentioned.

r. Julyan is a most capable officer end

conducts his work, which is very arduous, to my entire satis-

-faction. I have no hesitation in recommending that he be

placed on a higher rate of pay than at present.
